Zhoa Council was created by Presidential Degree No. 93/321 of 25/11/1993 amonst others like Fundong, Frru-Awa, Wum and Benakuma councils respectively. These councils before their creation, were jointly governed as a district known as the Wum District Area with its headquarters from Wum. Though the zhoa council was created in 1993, it actually went operational in 1996 when resources were transferred from the district.
Located in the north of Menchum in the Fungom Sub Division of the Menchum Division in the north west region of the republic of Cameroon with headquarters being Zhoa, the municipality is made up of 35 villages and shares common boundries with; Fru-Awa in the north, Funfong and fomfuka in the east, wum and Benakuma in the South of the Menchum Division. Of these villages, there is no first class chiefdom but made up of 26 third class. Four of these are calved out to make up the council urban space.
Administratively and due to the vastness in the council area, It was calved out into five zones to ease governing and allocation of development projects such as the central zone, lower fungom zone, Weh zone, Esu zone and the Bafmeng zone respectively.
